Resident Parking Only (RPO)

Resident Parking Only is a City of Dallas program that allows property owners and residents (including tenants) to control parking on their street during specific days and hours.

In the Lower Greenville area, this is usually Thursday, Friday, Saturday and Sunday evenings.

RPO requires a petition signed by two-thirds of the property owners on (one side) of a street. The City also conducts a survey of the cars parked on the street during proposed RPO days / times.

RPO is not free! The expenses include a petition fee, sign fees and vehicle hang-tags. The average cost for RPO on one side of a street can be narly $400 (one-time fee). Hang-tags are renewable each year for $6.50 each (limit six per dwelling).

Residents who wish to park their cars on the street must purchase large yellow plastic hang-tags (valid for one year) to hang in their vehicle from the City of Dallas.

There are 16 RPO zones around Dallas, including Henderson / Central and Uptown. Some zones are for a few parking spaces, while most protect entire streets.

RPO zones are for a limited number of days and hours and are usually tied to a nearby entertainment district or other high-impact business activity. There is a 24/7 RPO zone in Northwest Dallas.

If you live within BelmontNA's boundaries, the association will pay all RPO expenses, including the petition fee, signs and two hang-tags for the first year only (you are allowed to buy up to six per year), for as long as we have money in the Arcadia Fund account.

Only residents who sign the RPO petition are eligible for the reimbursement.

An RPO petition requires the signatures of a 2/3rds majority of the residents/tenants/property owners on a street. If you do not sign the petition and the RPO is approved, you are still required to comply with the RPO parking restrictions.

Revoking or removing an RPO installation also requires the signatures of a 2/3rds majority of the residents/tenants/property owners on a street.

In order to secure RPO on your street, the following criteria must be met (this is a summary only - please refer to the complete ordinance text for specific details)

  • A petition for designation of a resident-parking-only zone must be signed by owners or occupants of two-thirds of the residences and any business establishments abutting the side or sides of the street block or blocks for which the zone is requested. Only one signature per residence or business establishment is allowed on the petition

  • Upon receipt of a petition and a nonrefundable $50 application fee, the director shall conduct a parking study. The results of the study must indicate that, during the days and times proposed for the resident-parking-only zone, more than 60 percent of the available parking space is in use and 20 percent or more of the vehicles using the parking space are not owned or operated by owners or occupants of residences or business establishments within the area requested to be designated as a resident-parking-only zone.

  • Before a resident-parking-only zone may become effective, the applicants must pay a $42 charge for each resident-parking-only sign required to be installed in accordance with rules and regulations promulgated by the director.

  • The director shall issue resident-parking-only permits, up to a maximum of six permits per residence or business establishment, to any person who is eligible for a permit. Each permit is valid for one year and costs $6.50 each. An applicant is eligible for a resident-parking-only permit if:

    (1) the applicant owns or occupies a residence or business establishment located within the resident-parking-only zone; and

    (2) the applicant and every other person owning or occupying the same residence or business establishment as the applicant:

    (A) has no unresolved parking citations issued by the city;

    (B) has no outstanding fines or warrants for a violation of this division; and

    (C) complies with all other requirements of this division.

Dallas did not invent the concept of resident only parking when it was enacted in 1998.
